Measuring a pool edge against Queensland barrier rules, style example

Guide

Queensland pool fence requirements, said plainly.

A Toowoomba owner's map of height, gaps, gates, spas and certificates. Not legal advice. We install barriers. We do not certify them.

The answer first: in the Toowoomba region, pools and spas that can hold more than 300 mm of water generally need a permanent, compliant safety barrier. Typical practical rules owners hear at inspection are an effective height of at least 1.2 m, gaps under 100 mm, a continuous non-climbable zone, and gates that self-close, self-latch and open away from the pool. The primary local page is Toowoomba Regional Council pool safety and compliance. Statewide owner guidance is Queensland Government pool fences and barriers. Gate hardware detail is QBCC gates, latches and hinges. Fence construction detail is QBCC pool fences. Always read the current official page. This guide is a map, not a substitute.

Who this is for

Toowoomba homeowners booking a new fence, fixing a failed inspection, or selling or leasing a house with a pool. Tenants still have duties to keep gates shut and objects away from the barrier. We are not a building certifier, not council, and not your inspector.

Height, gaps and the non-climbable zone

Height is measured from finished ground on the approach side. Garden beds and paving that rise over time steal height. That is one of the most common "the fence used to pass" stories in Middle Ridge and older inner suburbs. Gaps under the barrier and between verticals are commonly discussed as a 100 mm maximum. The non-climbable zone is the space a child must not use as a ladder: rails, BBQs, pots, AC units, retaining edges. QBCC explains NCZ ideas including 900 mm rail spacing concepts. If your inspector uses slightly different figures, the inspector's notice wins, not this paragraph.

Gates

Gates fail more inspections than panels. They must not open towards the pool. They must self-close and self-latch from any open position, including barely open. Outside latch height and inside latch shielding have specific millimetre rules on the QBCC gates page. Hinges that stick out can be footholds. Propping the gate open is an offence. If that is your only problem, start at gate repairs.

Spas, portable pools and temporary fences

Council is explicit that spas deeper than 300 mm need a compliant barrier. Queensland Government notes some portable pools and indoor spas still need a complying barrier even with a lockable cover. During construction, a temporary fence may be used for a limited period before a permanent barrier is required. Do not treat a hire panel as a forever fence. Ask council or your certifier for the current temporary-fence window.

Form 23, Form 26, sale and lease

A Form 23 pool safety certificate is issued by a QBCC-licensed pool safety inspector. Sale and lease commonly require it. If the inspector is not satisfied, you may receive a Form 26 listing defects. Bring that list to us. We quote the rectification. The same inspector's reinspection rules are a legal process, not something we can waive. See QBCC inspect and certify a pool.

Boundary fences as barriers

Dividing fences often form part of the pool barrier in Queensland. Both neighbours can have duties. Climbable rails on the far side are a classic fail. We will say when the boundary cannot carry the job and a dedicated pool fence is required inside the line.
